"USE Migration" - a new direction in the ways of passing the exam.

This year, a record number of people who want to change their place of residence and leave the city as far as possible, "to the outback", where they can pass the exam, was recorded. The vast majority of such students are in our southern republics. In some schools, entire classrooms are empty. What caused such a local demographic phenomenon? How legal is such an exam - tourism?

Rosobrnadzor plans to create a federal list of schoolchildren who moved in the 11th grade to study in another region to pass the exam.

The initiative is aimed at curbing "USE-tourism", which became popular last year in the republics of the North Caucasus, and especially in Dagestan. In 2013, almost a thousand schoolchildren from all over Russia, for some reason, came to take the unified state exam in this particular republic. All received good and excellent marks.

The works of graduates who moved to study in the 11th grade in other regions will be checked with particular care, and the lists of such students will be transferred to regional ministries education.

“Each such 11th grader will be checked to see if he moved to the region randomly or it was a 'vital necessity'. We want to overcome the phenomenon of USE-tourism this year,” said Deputy Head of Rosobrnadzor Anzor Muzaev

The history of the phenomenon

Last year, such a phenomenon as the USE-tourism was actively developed.

So, in Dagestan, one and a half thousand school graduates immediately left Makhachkala before the Unified State Examination and registered in rural areas.

The phenomenon of "Dagestan Unified State Exam-tourism" suddenly became popular not only among the local population, but also among residents of other regions of Russia.

It is worth noting that only during the USE in biology, 600 papers were declared invalid. In total, 2,200 graduates passed the biology exam in the republic. Thus, almost a third of all USE works. Note that the exam in biology is taken upon admission to medical universities.

Before the unified state exam, graduate school students hastily began to move to the villages. They believed that in the mountainous regions the control over the course of the Unified State Examination would not be as strong as in the city, but they were mistaken, - said the Minister of Education and Science of Dagestan Artur Dalgatov.

In total, about 30 thousand people took the exam in Dagestan. Of these, one and a half thousand, by a strange coincidence, decided to change their place of residence before the state exam. Specialists from the Ministry of Education of the republic recorded the areas with the most active "migration" and during the first exam in the Russian language sent mobile groups of inspectors there.

In just one day, 61 acts were drawn up on various violations during the USE. As a result, 20 works of students from schools in the Kulinsky district were cancelled. They will have to retake on reserve days.

Tougher sanctions followed against two students in the Babayurt district who managed to put their work on the Internet. Their exam results have been annulled. In addition, both teenagers will not receive certificates by decision of the state examination committee.

Considerable fault that violations were committed at some USE reception points, according to the Minister of Education, lies with local organizers. Among the most common violations during the first USE were the presence of strangers in the places where state exams were held, students talking on mobile phone, the presence in the classes of open propaganda posters with accessible information on the subject being handed over.

Surveillance cameras could be a great help to control violators. But there is no money in the budget for this technique, and all hopes have to be placed on the human factor - the honesty and impartiality of the leaders of the USE examination points.

At the same time, Artur Dalgatov noted that rumors that Moscow had received instructions to underestimate USE results in Dagestan are not true. But there will be no such "leadership" as in 2011 in the republic. Then in Dagestan, 104 graduates received the highest - one hundred points.

Submit an application to the registration office of the exam

This must be done by February 1st. Later, you will be able to apply only if you have a valid reason, which will be documented, but no later than two weeks before the start of the exams. The decision in this case is made by the State Examination Commission (SEC).

What documents are needed to register for the exam

You need to provide:

  • the passport;
  • SNILS certificate (if available);
  • consent to the processing of personal data;
  • school certificate or diploma of graduation from a technical school or college;
  • a certificate from a secondary professional institution, if you are still continuing your studies;
  • a document from a medical institution if you have health restrictions (a certificate or a certified copy of disability, a copy of the recommendations of the psychological, medical and pedagogical commission).

At some locations, you may be asked for additional copies of these documents, so it's best to make them in advance.

Get notified

To do this, you need to arrive at the time specified by the registration point. Usually no later than two weeks before the start of the exam. The notice will include the dates and addresses of Exam Sites (ETs) and your unique registration number. Notification is issued only after the presentation of the passport.

Come to the exam

Admission to the PES is carried out strictly according to the passport. For graduates of previous years, there are no other options. If you have forgotten your identity document, you will not be allowed to enter.

Exams in all subjects begin at 10:00 local time. We recommend arriving 45 minutes before the start. Calculate the time in advance. If you are late, you will miss the briefing. You will have less time to complete tasks.

If you missed the exam for a good reason, submit a supporting document to the SEC. After consideration, you may be given a reserve day for delivery.

What to bring to the exam

According to the rules for conducting the exam in PES, you must take:

  • the passport;

Find out your results

Each region independently establishes the terms and methods of notification of the results of the exam. However, the timing of verification and processing of the results should not be longer than the schedule approved by Rosobrnadzor. For example: verification and processing of the results of the exam in mathematics and the Russian language must be completed no later than six days after the date of delivery. For other subjects - in four days.

You can find out your results at the local educational authorities (on the website or a special stand) or at the points where you registered. You can also use a special service where you need to enter your registration number (indicated on the coupon that you need to keep) or your passport number.

Certificate is not issued. All results are entered into an electronic database. Their validity period is 4 years (the year of delivery is not considered). If you do not agree with the scores, then within two working days from the date of the official publication of the results, you have the right to file a written appeal at the place of registration of the exam.         The All-Russian Testing Works (VPR) are diagnostic works that are carried out to assess the individual achievements of schoolchildren, and their integral results can be used to form programs for the development of education systems in municipalities and regions. The direct organizer of the VPR will be the school itself, coordinated by the municipality and the subject of the Russian Federation. At the federal level, the development of uniform options is ensured verification work in accordance with the requirements of the Federal State Educational Standards, with the further formation of a single bank of tasks. Here, rather, the opposite is true - a negative result will be a sign that the school, honestly diagnosing itself, needs help, in developing measures to overcome the identified difficulties, and forming a development program.

        No. The school itself determines the form of intermediate certification for students of the 4th grade.

        1. Is it planned to introduce a final certification (mini USE) in grade 4?

        Mini USE is not planned. It is planned to test and conduct diagnostic work(similar control work), which are held to assess the individual achievements of students - All-Russian test work. They will be carried out by the schools themselves, but using uniform options for the whole country, developed at the federal level. The data obtained will be used to monitor the learning outcomes of the GEF primary school.

By law, a graduate of previous years can apply for testing in any region of Russia - regardless of where he is registered and where he completed his education. However, if you are in the same city where you have registered at your place of residence, you will most likely have to apply in accordance with your registration, even if you live or work on the other side of the city. However, options are possible: the exact regulations for the work of registration points for graduates of past years are established by regional educational authorities and may vary slightly in different regions of Russia. What documents are required to register for the exam

To apply, you will need to submit the following set of documents:


  • document on complete secondary education (original);

  • the passport;

  • if in the interval between graduation from school and passing the exams you changed your last name or first name - a document confirming this fact (marriage certificate or a change of name or last name),

  • if secondary education was received in a foreign educational institution - a notarized translation of the certificate into Russian.

Copies of documents do not need to be taken: after the employees of the registration point make automated system all your data, originals will be returned to you.

What you need to know when applying for the exam

By the time of the visit to the registration point for graduates of previous years, you must finally make a list of items that you plan to take - it will be very difficult to change the "set". If Russian language and mathematics are mandatory for school graduates, then this rule does not apply to people who have already received a complete secondary education: you can take only those subjects that are required for admission to a university.


Decide will you write an essay. For eleventh-graders, obtaining a “pass” in writing is an indispensable condition for admission to exams, but graduates of previous years who take the exam “according to own will”, are not required to do this - they receive “permission” automatically, upon the fact of having a certificate. Therefore, the question of composition is better clarified in admission committee the university you have chosen: is its presence mandatory, can it bring you additional points upon admission. If the answer to both questions is “no”, then you can safely not include the essay in the list.


If you are planning to take the exam in a foreign language– decide whether you will limit yourself to the written part only (which can bring up to 80 points), or will also take the speaking part (an additional 20 points). The oral part of the exam is held on another day, and if you are not faced with the task of scoring maximum points, it is not necessary to participate in it.


Choose the dates in which you want to take the exams. Graduates of previous years have the opportunity to take exams both on the main dates (in May-June, simultaneously with schoolchildren) or on an early “wave” (March-). Choose what is more convenient for you.

How is the registration for the exam for graduates of past years

The application process is quite simple, but you should not come to the registration point 10 minutes before the deadline, especially if you apply in the last weeks before the deadline: it is possible that you will have to wait in line for a while.


Documents are submitted in person. To register for exams:


  • you will have to fill out a consent to the processing of personal data and entering them into the AIS (automatic identification system);

  • employees of the check-in point will check your documents and enter your personal and passport data, as well as passport data into the system;

  • you will tell which subjects and in what terms you plan to take, after which an application for passing the exam will be automatically generated indicating the subjects you have chosen and the dates of the exams;

  • you will check the printed application, and, making sure that all the data are correct, sign;

  • the employees of the registration point will give you a copy of the application with a note about the acceptance of documents, a memo for the USE participant and instruct you how and when you will need to come to get a pass for the exam.

How much does it cost to pass the exam for graduates of previous years

The unified state exam is held for all categories of participants, including graduates of previous years, regardless of how many subjects you decide to take. Therefore, the procedure for receiving documents does not imply the presentation of receipts or payment for registration services.


At the same time, in most regions, graduates of previous years can take part in "trial", training exams, which take place in conditions as close as possible to reality, are assessed according to the USE standards and allow participants to gain additional training experience. This is a paid additional service offered by the educational authorities - and if you wish, you can use it. However, participation in such "rehearsals" is completely voluntary.
