I. Scope

This Federal State Educational Standard of Higher Education is a set of requirements that are mandatory in the implementation of the main professional educational programs of higher education - specialty programs of the specialty 40.05.01 Legal support of national security (hereinafter referred to as a program of the specialist, specialty).

II. Used abbreviations

In this federal state educational standard, the following reductions are used:

PSK - professional specialized competencies;

GEF in the Federal State Educational Standard of Higher Education;

network form - network form of educational programs.

III. Characteristic specialty

3.1. Obtaining education under the program of the specialist is allowed only in the educational organization of higher education (hereinafter - the organization).

3.2. Training in the Specialist Program in the Organization is carried out in full-time, part-time and correspondence form.

The volume of the specialist program is 300 credit units (hereinafter referred to as Z.E.) regardless of the form of training applied educational technologies, implementation of the specialist program using the network form, the implementation of the Specialist Program for the individual curriculum, including accelerated learning.

3.3. The term of obtaining education according to the program of the specialist:

in full-time education, including holidays provided after the passage of state final certification, regardless of the educational technologies used is 5 years. The scope of the Specialist Program in full-time education implemented in one academic year is on average 60 z.;

in part-internally or correspondence forms of training, regardless of the applied educational technologies, increases at least 6 months and no more than 1 year, compared with the period of obtaining education for full-time learning. At the same time, the volume of the specialist program implemented in one academic year cannot be more than 75 z.;

in training on an individual curriculum, regardless of the form of training, is no longer than the deadline for obtaining an education established for the relevant form of training, and in training on an individual plan of persons with disabilities may be increased by their desire for no more than 1 year compared to The term for obtaining an education established for the corresponding form of training. The volume of the specialist program for one academic year in training according to an individual plan cannot be more than 75 z.e.

The specific period of obtaining education and the volume of the specialist program implemented in one school year in part-time or correspondence forms of study on the individual plan is determined by the organization independently within the deadlines established by this clause.

3.4. When implementing the specialist program, the organization has the right to apply e-learning and remote educational technologies.

In training persons with disabilities, e-learning and remote educational technologies should provide for the possibility of receiving information in the forms available to them.

The implementation of the specialist program using exclusively e-learning, remote educational technologies is not allowed.

3.5. Implementation of the specialist program is possible using a network form.

3.6. Educational activities under the Specialist Program is carried out in the state language of the Russian Federation, unless otherwise determined by the local regulatory act of the organization.

3.7. The specialist programs containing information constituting the state secret are developed and implemented in the creation of conditions and complying with the requirements of the legislation of the Russian Federation on state secrets and regulatory legal acts of federal state bodies, which are managed by organizations that implement the relevant educational programs.

IV. Professional characteristics

Graduates who have mastered the specialist program

4.1. Region professional activity Graduates who have mastered the specialist program include the development and implementation of legal norms, legal support of national security, ensuring the legality and law enforcement, legal education and legal education.

4.2. Objects of professional activities of graduates who have mastered the program of specialties are events and actions with legal importance, public relations in the field of the implementation of legal norms, legal support of national security, ensuring legality and law enforcement.

When developing and implementing a specialist program, the organization focuses on a specific type of professional activity to which a specialist is preparing and chooses a specialization based on the needs of the labor market, research and material and technical resources of the organization.

4.4. A graduate who mastered the specialist program is ready to solve the following professional tasks:

V. Requirements for the results of the development of the specialist program

5.1. As a result of the development of the specialist program, a graduate must be formed general cultural, general professional, professional and professional specialized competencies.

5.2. A graduate who mastered the specialist program must have the following general cultural competencies:

5.5. A graduate who mastered the specialist program must have professional specialized competencies that meet the specialization of the specialization program.

5.6. In developing a specialist program, all general cultural, general professional, professional competencies and professional specialized competencies related to the selected specialization are included in the set of required results of the development of the specialist program.

5.7. When developing a specialist program, the organization has the right to supplement the set of competencies of graduates, taking into account the direction of the specialist program for specific areas of knowledge and (or) the activities or specialization of the program.

5.8. When developing a specialist program, the requirements for learning outcomes for individual disciplines (modules), the Organization's practices establish independently taking into account the requirements of the relevant exemplary basic educational programs.

5.9. Specialist programs implemented in the interests of the defense and security of the state, ensuring the legality and law enforcement in federal state organizations under the jurisdiction of the federal state bodies specified in Part 1 of Article 81 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation "(hereinafter referred to as federal state bodies) are developed on the basis of the requirements provided for by the Federal Law, as well as qualifying requirements for military-professional training, special training of graduates established by the federal government body, which are managed by the relevant organizations.

Vi. Requirements for the structure of the program of the specialist

6.2. The program of the specialist consists of the following blocks:

Block 1 "discipline (modules)", which includes disciplines (modules) relating to the base part of the program and discipline (modules) related to its variable part;

6.3. Disciplines (modules) related to the basic part of the specialist program, including disciplines (modules) of specialization, are mandatory for the development of the student, regardless of the focus (profile) of the program that it is mastering. A set of disciplines (modules) related to the basic part of the specialist program, the organization determines independently in the amount established by this GEF, taking into account the corresponding (relevant) approximate (approximate) main (basic) educational (educational) programs (programs).

6.4. Disciplines (modules) in philosophy, foreign language, state and law theory, constitutional law of Russia, the history of the state and the rights of Russia, the history of the state and the rights of foreign countries, civil law, civil procedural law (civil proceedings), criminal law, criminal procedural law (criminal proceedings), international law, forensic, life safety and special or military training are implemented within the framework of the base part 1 "discipline (modules)" of the specialist program. In federal state organizations under the jurisdiction of federal state bodies carrying out training in the interests of defense and security of the state, the elimination of the legality and law enforcement is allowed to eliminate the discipline (module) on life safety.

6.5. Disciplines (modules) by physical culture And sport is implemented within:

the base part of the block 1 "discipline (modules)" of specialist programs in the amount of at least 72 academic hours (2 z.e.) in full-time learning;

elective disciplines (modules) in the amount of at least 328 academic hours. These academic hours are mandatory for development and in Z.E. Not transferred.

The disciplines (modules) in physical culture and sports are implemented in the manner prescribed by the Organization. For disabled people and persons with disabilities, the organization establishes a special procedure for the development of disciplines (modules) in physical culture and sport, taking into account their health.

In federal state organizations that are under the jurisdiction of federal state bodies carrying out training in the interests of defense and security of the state, ensuring the legality and law and order, within the framework of the base part of the block 1 "discipline (modules)" are implemented by disciplines (modules) in physical training:

in the amount of at least 72 academic hours (2 z.e.) in full-time learning;

in the amount of at least 328 academic hours (in Z.E. not translated) in full-time learning.

In federal state educational organizations, in case of the implementation of the specialist program in part-time and correspondence forms of training (modules), physical training may not be studied taking into account mandatory physical training classes conducted for students in the framework of official training at the place of their service.

6.6. Disciplines (modules) related to the variable part of the specialist program are determined, including the direction (specialization) of the specialist program. A set of disciplines (modules) related to the variable part of the specialist program, the organization determines independently in the amount established by this GEF in. Educational and (or) production practices can be carried out in the structural divisions of the Organization with the necessary personnel potential and the material and technical base.

The choice of practices for practices for persons with disabilities is made taking into account the health status of students and availability requirements.

In federal state organizations under the jurisdiction of federal state bodies carrying out training in the interests of the defense and security of the state, ensuring the legality and law and order, the characteristics of the organization and the duration of the practices are determined by the federal state body, which is managed by the organization while maintaining the scope of practices in h. e. determined by the real GEF in.

6.8. 6.9. The specialist programs containing the information constituting state secrets are developed and implemented in compliance with the requirements provided for by the legislation of the Russian Federation in the field of protection of state secrets.

6.10. The implementation of the part (parts) of the specialist program and the state final certification, within which (which is) to the students, the information of limited access and (or) uses secret samples of weapons, military equipment, their components, is not allowed using e-learning for study purposes, remote educational technologies.

6.11. When developing a specialist program, the study provides the possibility of mastering disciplines (modules) on the choice, including special conditions for disabled people and persons with disabilities, in the amount of at least 30 percent of the volume of the variative part of the block 1 "discipline (modules)".

In federal state organizations under the jurisdiction of federal state bodies, carrying out training in the interests of defense and security of the state, ensuring the legality and law enforcement, the features of the formation of a variable part of educational programs and the development of disciplines (modules) on the choice of students are determined by the federal state body, in the conduct of which There is an organization.

6.12. The number of hours allocated to lecture-type classes, in general, block 1 "discipline (modules)" should be no more than 40 percent of the total number of hours of audit classes allocated to implement this block.

VII. Requirements for implementation conditions

Specialist programs

7.1. System-wide requirements for the implementation of the program of the specialist.

7.1.1. The organization should have a material and technical base that meets the current fireproof rules and standards and providing all types of disciplinary and interdisciplinary training, practical and research work of the students stipulated by the curriculum.

7.1.2. Each student during the entire training period should be provided with individual unlimited access to one or more electronic library systems (electronic libraries) and to the electronic information and educational environment of the organization. The electronic library system (electronic library) and the electronic information and educational environment should provide the ability to access a study from anywhere in which access to the Internet information and telecommunications network (hereinafter referred to as the Internet network), as in the organization, And outside it.

The electronic information and educational environment of the organization should provide:

access to curriculum, work programs of disciplines (modules), practitioners, to editions of electronic library systems and electronic educational resources specified in the working programs;

fixation of the course of the educational process, the results of interim certification and the results of the development of the main educational program;

conducting all types of classes, learning outcomes assessment procedures, the implementation of which is provided with the use of e-learning, remote educational technologies;

formation of an electronic portfolio of training, including the preservation of its works, reviews and assessments on these works by any participants in the educational process;

interaction between participants in the educational process, including synchronous and (or) asynchronous interaction through the Internet.

The functioning of the electronic information and educational environment is provided by the relevant means of information and communication technologies and the qualifications of workers using and supporting it. Access, the use and operation of the electronic information and educational environment must comply with the legislation of the Russian Federation.

In federal state organizations under the jurisdiction of federal state bodies carrying out training in the interests of defense and security of the state, ensuring the legality and law and order, functionality, the procedure for the formation, use and operation of the electronic information and educational environment, features of access to the electronic library system (electronic library) and electronic information and educational environment, as well as access to information reference systems, computer equipment connected to local networks and ( or) the Internet "Internet" is determined by the federal state body, which is managed by the organization.

7.1.3. In the case of a specialist program in the network form, the requirements for the implementation of the Specialist program should be ensured by a combination of logistical and educational and methodological support resources provided by organizations involved in the implementation of the specialist program in the network form.

7.1.4. In the event of a specialist program on the established procedure established in the established manner in other organizations, the department or other structural divisions of the organization's requirements for the implementation of the Specialist program should be ensured by the combination of resources of these organizations.

7.1.5. The qualifications of management and scientific and pedagogical workers of the organization must comply with the qualification characteristics established in a single qualifying directory of managers, specialists and employees, section "qualifying characteristics of the positions of managers and specialists of the highest professional and additional vocational education", approved by the Order of the Ministry of Health and Social Development of the Russian Federation of January 11, 2011 N 1N (registered by the Ministry of Justice of the Russian Federation on March 23, 2011, registration N 20237), and professional standards (if any).

In federal state organizations under the jurisdiction of federal state bodies, carrying out training in the interests of the defense and security of the state, ensuring the legality and law and order, the qualification characteristics of the positions of managers and scientific and pedagogical workers of higher education and additional vocational education are determined in accordance with the legislation of the Russian Federation.

7.1.6. The share of full-time scientific and pedagogical workers (in those given to integer rates) should be at least 70 percent of the total number of scientific and pedagogical workers of the organization.

7.2. Requirements for personnel conditions for the implementation of the program of the specialist.

7.2.1. The implementation of the Specialist Program is provided by the management and scientific and pedagogical workers of the Organization, as well as persons involved in the implementation of the Specialist Program on the Civil Procedure.

7.2.2. The share of scientific and pedagogical workers (in those given to integer rates) having an education and (or) a scientific degree corresponding to the profile of the discipline (module), in the total number of scientific and pedagogical workers implementing the specialist program, should be at least 70 percent.

7.2.3. The share of scientific and pedagogical workers (in those given by integer rates), having a degree (including a scientific degree assigned abroad and recognized in the Russian Federation) and (or) a scientific title (including a scientist obtained abroad and recognized in the Russian Federation), in the total number of scientific and pedagogical workers implementing the specialist program, should be at least 60 percent.

In federal state organizations under the jurisdiction of federal state bodies carrying out training in the interests of defense and security of the state, ensuring the legality and law enforcement, the proportion of teachers of these categories is determined by the federal state body, which is managed by the organization.

7.2.4. The share of employees from the number of managers and employees of organizations whose activities are associated with a focus (specialization) of the specialized program in the general number of employees involved in the implementation of the Specialist Program must be at least 1 percent.

7.3. Requirements for the material and technical and methodological support of the specialist program.

7.3.1. Special premises must be educational audiences for lecture classes, practical (seminars) classes, group and individual consultations, current control and intermediate certification, as well as premises for independent work and premises for storing and preventive service training equipment. Special premises must be equipped with specialized furniture and technical training, employee officials. educational information audience.

The organization that implements the specialist program should have a material and technical base that ensures all types of disciplinary and interdisciplinary training, laboratory, practical and research work of students, as provided for by the curriculum of the organization, including forensic, as well as special equipment, and a tabler weapon, Special means and other material and technical means necessary for the implementation of special or military training of students in federal state organizations under the jurisdiction of federal state bodies engaged in training in the interests of defense and security of the state, ensuring the legality and law enforcement.

In case of non-use in the organization of the electronic library system (electronic library) or if access to the necessary, in accordance with the programs of academic disciplines (modules) and practices, publications are not provided through electronic library systems, the library fund must be equipped with printed publications based on at least 50 copies of each of these publications of the main literature listed in the working programs of disciplines (modules), practices and at least 25 copies of additional literature per 100 students.

7.3.2. The organization must be provided with the necessary set of licensed software (the composition is determined in the working programs of the disciplines (modules) and is to be updated as needed).

7.3.3. The electronic library system (electronic library) and the electronic information and educational environment should ensure simultaneous access of at least 25 percent of the student in the specialist program.

7.3.4. The student must be provided with access (remote access), including in the case of e-learning, remote educational technologies, to modern professional databases and information reference systems, the composition of which is determined in the working programs of disciplines (modules).

The possibility of accessing professional databases and information reference systems in federal state organizations under the jurisdiction of federal state bodies engaged in training in the interests of defense and security of the state, ensuring the legality and law enforcement, is governed by the federal state body.

7.3.5. Students from among people with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their health restrictions.

7.3.6. The Special Organization Library should have a fund of regulatory legal acts regulating the activities of the federal state authority services for which training is carried out.

7.4. Requirements for financial conditions for the implementation of the specialist program.

7.4.1. Financial support for the implementation of the Specialist Program should be carried out in the amount of the basic regulatory costs established by the Ministry of Education and Science of the Russian Federation for the provision of public services in the field of education for this level of education and the direction of preparation, taking into account corrective coefficients that take into account the specifics of educational programs in accordance with the methodology for determining regulatory Costs for the provision of public services for the implementation of educational programs of higher education in the specialties (areas of preparation) and enlarged groups of specialties (directions of preparation), approved by the Order of the Ministry of Education and Science of the Russian Federation of October 30, 2015 N 1272 (registered by the Ministry of Justice of the Russian Federation on November 30 2015, registration N 39898).

7.4.2. In the organization in which the legislation of the Russian Federation provides a military or other service equivalent to it, the service in law enforcement agencies, the financial support for the program of the specialist should be carried out within the budget allocations of the federal budget allocated by the federal executive authority.

The volume of the specialist program is 300 credit units (hereinafter referred to as Z.E.) regardless of the form of training applied by educational technologies, the implementation of the specialist program using the network form, the implementation of the Specialist Program for the individual curriculum, including accelerated learning.

In full-time education, including holidays provided after the passage of state final certification, regardless of the educational technologies used is 5 years. The scope of the Specialist Program in full-time education implemented in one academic year is on average 60 z.;

In part-internally or correspondence forms of training, regardless of the applied educational technologies, it increases by no less than 6 months and no more than 1 year compared with the period of obtaining education for full-time learning. At the same time, the volume of the specialist program implemented in one academic year cannot be more than 75 z.;

In training on an individual curriculum, regardless of the form of training, is no longer than the deadline for obtaining an education established for the relevant form of training, and in training on an individual plan of persons with disabilities may be increased by their desire for no more than 1 year compared to The term for obtaining an education established for the corresponding form of training. The volume of the specialist program for one academic year in training according to an individual plan cannot be more than 75 z.e.

The specific period of obtaining education and the volume of the specialist program implemented in one school year in part-time or absentia forms of training according to the individual plan are determined by the organization on their own within the deadlines established by this clause.
