"Unified State Exam migration" - a new direction in the methods of passing the exam.
This year, a record number of those wishing to change their place of residence and leave the city as far away as possible, "into the outback", where they want to pass the USE, were recorded. The overwhelming majority of such students are in our southern republics. In some schools entire classrooms are empty. What caused this local demographic phenomenon? How legal is such a USE - tourism?
Rosobrnadzor plans to create a federal list of schoolchildren who moved in the 11th grade to study in another region to take the Unified State Exam.
The initiative is aimed at suppressing the "Unified State Examination" tourism, which became popular last year in the republics of the North Caucasus, and especially in Dagestan. In 2013, for some reason, almost a thousand schoolchildren from all over Russia came to take the unified state exam in this particular republic. All received good and excellent grades.
The work of graduates who have moved to study in grade 11 to other regions will be checked with particular care, and the lists of such students will be transferred to the regional ministries of education.

History of the phenomenon
Last year, such a phenomenon as the Unified State Exam-tourism was actively developed.
So, in Dagestan, one and a half thousand school graduates left Makhachkala and registered in rural areas before the USE.
The phenomenon of "Dagestan Unified State Examination" has suddenly become popular not only among the local population, but also among residents of other regions of Russia.
It should be noted that only during the USE in biology 600 works were invalidated. In total, 2,200 graduates took the biology exam in the republic. Thus, almost a third of all of the Unified State Exam... Note that the exam in biology is passed upon admission to medical universities.
Before the unified state examination, graduating schoolchildren in a hurry began to move to the villages. They believed that in mountainous areas control over the course of the Unified State Exam would not be as strong as in the city, but they were wrong, - said the Minister of Education and Science of Dagestan Arthur Dalgatov.
In total, about 30 thousand people took the exam in Dagestan. Of these, one and a half thousand, by a strange coincidence, decided to change their place of residence before the state exam. Specialists of the Ministry of Education of the republic recorded areas with the most active "migration" and during the first exam in the Russian language they sent mobile groups of inspectors there.
In just one day, 61 acts were drawn up on various violations during the USE. As a result, 20 works by schoolchildren of the Kulinsky district were canceled. They will have to retake on reserve days.
Harsher sanctions followed against two students in the Babayurtovsky district who managed to post their work on the Internet. Their exam results have been canceled. In addition, both teenagers by the decision of the state examination commission will not receive certificates.
Much of the blame is that, according to the Minister of Education, violations were committed at some points of the Unified State Exam, lies with the local organizers. Among the most common violations during the first USE, there were recorded the presence of strangers in the places of state exams, students' conversations on a mobile phone, the presence of open propaganda posters in classrooms with available information on the subject being passed.
CCTV cameras could be of great help in monitoring offenders. But there is no money in the budget for this technique, and all hopes have to be placed on the human factor - the honesty and impartiality of the heads of the Unified State Exam points.
At the same time, Artur Dalgatov noted that rumors that Moscow had received an instruction to underestimate uSE results in Dagestan are not true. But there will be no such "leadership" as in 2011 in the republic. Then in Dagestan 104 graduates received the highest - a hundred-point mark.

What documents are needed to register for the exam
You need to provide:

Get notified
To do this, you need to arrive at the time specified by the registration point. Usually no later than two weeks before the start of the exam. The notice will include the dates and addresses of the Testing Points (PEPs) and your unique registration number. A notification is issued only after presentation of the passport.
Come to the exam
Admission to the PPE is carried out strictly according to the passport. For past graduates, there are no other options. If you have forgotten your identity document, you will not be admitted.
Exams in all subjects start at 10:00 am local time. We recommend arriving 45 minutes before the start. Plan ahead. If you are late, skip the briefing. You will have less time to complete tasks.

If you missed the exam for a good reason, please submit your supporting document to the SEC. After consideration, you may be given a reserve day for change.
What to take with you to the exam
According to the rules for holding the exam in the PPE, you must take:

Each region independently sets the terms and methods of notifying about the results of the exam. However, the time frame for checking and processing the results should not be longer than the schedule approved by Rosobrnadzor. You can find out your results in the local education authorities (on the website or a special stand) or at the points where you registered. You can also use a special service, where you need to enter your registration number (indicated on the coupon that you need to keep) or your passport number.
The certificate is not issued. All results are entered into an electronic database. Their validity period is 4 years (the year of delivery does not count). If you do not agree with the points awarded, then within two working days from the date of the official publication of the results, you have the right to submit a written appeal at the place of registration of the exam. It is planned to approbate and conduct diagnostic work (similarly test work), which are carried out to assess the individual achievements of students - All-Russian test works. They will be conducted by the schools themselves, but using uniform versions of assignments for the entire country, developed at the federal level. The data obtained will be used to monitor learning outcomes for the federal state educational standard for primary schools.
According to the law, a graduate of past years can apply for tests in any region of Russia - regardless of where he is registered and where he completed his education. However, if you are in the same city where you have registered at your place of residence, you will most likely have to apply in accordance with your registration, even if you live or work on the other side of the city. However, options are possible: the exact rules for the work of registration points for graduates of past years are established by regional education authorities and may differ slightly in different regions of Russia. What documents are required to register for the exam
To submit an application, you will need to present the following set of documents:
- a document on complete secondary education (original);
- passport;
- if in the interval between leaving school and passing the exams you changed your surname or first name - a document confirming this fact (marriage certificate or change of name or surname),
- if secondary education was obtained in a foreign educational institution - a notarized translation of the certificate into Russian.
It is not necessary to take copies of the documents: after the employees of the registration point enter into automated system all your data, originals will be returned to you.
What you need to know when applying for the exam
By the time of your visit to the registration point for graduates of previous years, you must finally decide on a list of itemsthat you plan to take - it will be very difficult to change the "set". If the graduates of schools are required to use the Russian language and mathematics, then this rule does not apply to people who have already received a complete secondary education: you can take only those subjects that are required for admission to a university.
Decide will you write an essay... For eleventh graders, receiving a "credit" for an essay is an indispensable condition for admission to exams, but graduates of previous years who pass the exam "on on their own", Are not obliged to do this - they receive" admission "automatically, upon having a certificate. Therefore, it is better to clarify the question of an essay in the selection committee of the university you have chosen: whether its presence is mandatory, whether it can bring you additional points upon admission. If you plan to take the Unified State Exam in a foreign language - decide whether you will be limited to only the written part (which can bring up to 80 points), or will also take "speaking" (additional 20 points). The oral part of the exam is held on a different day, and if you are not facing the task of getting the maximum points, you do not have to participate in it.
Choose a time frame in which you want to take exams. Graduates of previous years have the opportunity to take exams both on the main dates (in May-June, simultaneously with schoolchildren) or in an early "wave" (March-). Choose what is more convenient for you.
How is the registration for the exam for graduates of past years
The application process is quite simple, but you should not come to the registration point 10 minutes before the end of the working period, especially if you are submitting documents in the last weeks before the deadline: it is possible that you will have to wait a little in line.
The documents are submitted in person. To register for exams:
- you will need to fill out a consent to the processing of personal data and their entry into the AIS (automatic identification system);
- the check-in staff will check your documents and enter your personal and passport data, as well as the passport data into the system;

- you check the printed application, and, after making sure that all the data is correct, sign;
- the registration office staff will give you a copy of the application with a note on the acceptance of documents, a memo for the USE participant and instruct you how and when you will need to appear to obtain a pass for the exam.
How much does it cost to take the exam for graduates of previous years
The unified state examination is carried out for all categories of participants, including graduates of previous years, regardless of how many subjects you decide to take. Therefore, the procedure for accepting documents does not imply the presentation of receipts or payment for registration services.
At the same time, in most regions, graduates of previous years can take part in "trial", training exams, which are held in conditions as close as possible to reality, are evaluated according to the USE standards and allow participants to gain additional training experience. This is a paid additional service offered by educational authorities - and you can use it if you want. However, participation in such "rehearsals" is completely voluntary.
