"Unified State Exam migration" - a new direction in the methods of passing the exam.

This year, a record number of those wishing to change their place of residence and leave the city as far away as possible, "into the outback", where they want to pass the USE, were recorded. The overwhelming majority of such students are in our southern republics. In some schools entire classrooms are empty. What caused this local demographic phenomenon? How legal is such a USE - tourism?

Rosobrnadzor plans to create a federal list of schoolchildren who moved in the 11th grade to study in another region to take the Unified State Exam.

The initiative is aimed at suppressing the "Unified State Examination" tourism, which became popular last year in the republics of the North Caucasus, and especially in Dagestan. In 2013, for some reason, almost a thousand schoolchildren from all over Russia came to take the unified state exam in this particular republic. All received good and excellent grades.

The work of graduates who have moved to study in grade 11 to other regions will be checked with particular care, and the lists of such students will be transferred to the regional ministries of education.

History of the phenomenon

Last year, such a phenomenon as the Unified State Exam-tourism was actively developed.

So, in Dagestan, one and a half thousand school graduates left Makhachkala and registered in rural areas before the USE.

The phenomenon of "Dagestan Unified State Examination" has suddenly become popular not only among the local population, but also among residents of other regions of Russia.

It should be noted that only during the USE in biology 600 works were invalidated. In total, 2,200 graduates took the biology exam in the republic. Thus, almost a third of all of the Unified State Exam... Note that the exam in biology is passed upon admission to medical universities.

Before the unified state examination, graduating schoolchildren in a hurry began to move to the villages. They believed that in mountainous areas control over the course of the Unified State Exam would not be as strong as in the city, but they were wrong, - said the Minister of Education and Science of Dagestan Arthur Dalgatov.

In total, about 30 thousand people took the exam in Dagestan. Of these, one and a half thousand, by a strange coincidence, decided to change their place of residence before the state exam. Specialists of the Ministry of Education of the republic recorded areas with the most active "migration" and during the first exam in the Russian language they sent mobile groups of inspectors there.

In just one day, 61 acts were drawn up on various violations during the USE. As a result, 20 works by schoolchildren of the Kulinsky district were canceled. They will have to retake on reserve days.

Harsher sanctions followed against two students in the Babayurtovsky district who managed to post their work on the Internet. Their exam results have been canceled. In addition, both teenagers by the decision of the state examination commission will not receive certificates.

Much of the blame is that, according to the Minister of Education, violations were committed at some points of the Unified State Exam, lies with the local organizers. Among the most common violations during the first USE, there were recorded the presence of strangers in the places of state exams, students' conversations on a mobile phone, the presence of open propaganda posters in classrooms with available information on the subject being passed.

CCTV cameras could be of great help in monitoring offenders. But there is no money in the budget for this technique, and all hopes have to be placed on the human factor - the honesty and impartiality of the heads of the Unified State Exam points.

At the same time, Artur Dalgatov noted that rumors that Moscow had received an instruction to underestimate uSE results in Dagestan are not true. But there will be no such "leadership" as in 2011 in the republic. Then in Dagestan 104 graduates received the highest - a hundred-point mark.

Apply to the Unified State Exam registration point

This must be done before February 1. Later, you can apply only if there is a valid reason, which will be documented, but no later than two weeks before the start of the exams. The decision in this case is taken by the State Examination Commission (SEC).

What documents are needed to register for the exam

You need to provide:

  • passport;
  • sNILS certificate (if any);
  • consent to the processing of personal data;
  • school certificate or diploma of graduation from a technical school or college;
  • a certificate from a secondary vocational institution, if you are still continuing your studies;
  • a document from a medical institution if you have health limitations (certificate or a certified copy of it about disability, a copy of the recommendations of the psychological, medical and pedagogical commission).

At some points you may be asked for additional copies of these documents, so make them better in advance.

Get notified

To do this, you need to arrive at the time specified by the registration point. Usually no later than two weeks before the start of the exam. The notice will include the dates and addresses of the Testing Points (PEPs) and your unique registration number. A notification is issued only after presentation of the passport.

Come to the exam

Admission to the PPE is carried out strictly according to the passport. For past graduates, there are no other options. If you have forgotten your identity document, you will not be admitted.

Exams in all subjects start at 10:00 am local time. We recommend arriving 45 minutes before the start. Plan ahead. If you are late, skip the briefing. You will have less time to complete tasks.

If you missed the exam for a good reason, please submit your supporting document to the SEC. After consideration, you may be given a reserve day for change.

What to take with you to the exam

According to the rules for holding the exam in the PPE, you must take:

  • passport;

Find out your results

Each region independently sets the terms and methods of notifying about the results of the exam. However, the time frame for checking and processing the results should not be longer than the schedule approved by Rosobrnadzor. For example: checking and processing the results of the exam in mathematics and the Russian language must be completed no later than six days after passing. For other subjects - in four days.

You can find out your results in the local education authorities (on the website or a special stand) or at the points where you registered. You can also use a special service, where you need to enter your registration number (indicated on the coupon that you need to keep) or your passport number.

The certificate is not issued. All results are entered into an electronic database. Their validity period is 4 years (the year of delivery does not count). If you do not agree with the points awarded, then within two working days from the date of the official publication of the results, you have the right to submit a written appeal at the place of registration of the exam. You will be able to retake exams only next year.
