The housing renovation program in Moscow is moving to the next stage. Residents of the capital are worried about which houses will be demolished and in what order. Not everyone agrees with the approach to decision-making and expects transparent and understandable rules from the authorities.

Today the media disseminated information according to which the mayor of the capital, Sergei Sobyanin, announced the decision of the Moscow government presidium on the housing renovation program.

Moscow Mayor Sergei Sobyanin told reporters that a list of houses to be demolished has already been prepared as part of the renovation program. The number of five-story buildings to be demolished is 5144 houses. He commented that the order of demolition of houses at specific addresses will be determined by the capital's authorities by the end of 2019.

Residents of the capital are worried about the issue of addresses (locations) where new buildings will be built for residents of the city instead of demolished houses. Deputy Mayor Marat Khusnullin commented that the list of places for the construction of new houses will be determined by October 1 of this year. In total, it is planned to prepare about 300 new sites for this construction.

M. Khusnullin commented on the distribution of demolished houses by number in the districts of Moscow. Thus, the largest number of houses to be dismantled as part of renovation are located in the Eastern District - 1,055 residential buildings. Zelenograd will be the least affected by the renovation program - only 34 residential buildings are planned for demolition. Kuzminki, the southeastern district of the capital, has become a conditional center for housing renovation - there were 284 houses included in the program.

The sequence of demolition and, accordingly, the resettlement of tenants will directly depend on the readiness of homeowners and tenants of apartments to take part in the project.

By the way, the five-story building renovation program assumes that the organization of the construction of new houses will be drawn up in such a way as to exclude any damage to nearby buildings. In this regard, the buildings adjacent to the blocks of the renovation will be overhauled in full accordance with the current city program of major overhaul.

It should be clarified that the city authorities plan to start demolishing five-story buildings of unbearable series in 2018 with houses of series 1-515 and 1-510. It is also planned to complete the dismantling of the demolished five-story buildings in Moscow by 2020, which, for whatever reason, were not demolished during the period of the first program.

It is assumed that in place of the old five-story buildings will be erected panel houses using modern energy-saving technologies.

The construction is planned to be carried out from panels laid out in three layers. Soundproofing will be installed in new apartments plastic windows... Each apartment will have a balcony or loggia with ceramic tiles on the floor and installed double-glazed windows.

As part of the improvement of new houses, it is also planned to equip the adjoining territories with bike paths, illuminated walking areas and parks. Also, playgrounds and sports grounds with a safe (rubber) coating will be installed in the courtyards.

The timing of the program implementation depends on two factors: the implementation process itself and the actual state of the houses. Since the renovation program was already signed by Vladimir Putin on July 1, 2017, little remains to be done. It is necessary to conduct a survey of these houses and decide whether to make major repairs or demolish them. According to Nikita Chulochnikov, the implementation of the renovation program will take 10-15 years.

Also, to implement the program, it is necessary to amend the Urban Development Code of the Russian Federation. It is known that these houses are mostly located in large cities, where they have "grown" into the current landscape. Their demolition would provide an opportunity to improve the quality of life in the areas where they are located. There is already excellent infrastructure, and the quality of these five-story buildings is lower than the quality of infrastructure.

Due to the fact that each region has its own specifics of the implementation of the renovation program, the number of people who will be affected by this is completely different.
