However, with the election of Viktor Yushchenko as president, the new Ukrainian authorities considered it inappropriate to transfer a share of the republic's gas pipelines to the ownership of a Russian company.

On June 28, Gazprom unilaterally made a decision to transfer 7.8 billion cubic meters of gas as payment for the transit of Russian gas through the territory of Ukraine and notified Ukraine of deliveries by the end of the year in the amount of no more than 1.1 billion cubic meters of gas.
On July 18, Gazprom and Naftogaz reached an agreement to offset the “missing” 7.8 billion cubic meters in transit barter. It was also decided that for the debt of Naftogaz to RosUkrEnergo in the amount of 5.25 billion cubic meters, Gazprom will receive $ 800 million.
