Support for large families in Russia is carried out at the federal and regional levels. Taking into account its national and cultural characteristics, demographic conditions and budget, each region independently determines what a large family is.

What is a large family

State support for large families at the federal level

In accordance with Presidential Decree No. 431, state assistance to large families in 2020 will be carried out in the following areas:

  • Taxation;
  • Land relations;
  • Medical care and nutrition;
  • Education of children and parents;
  • Household farming;
  • Employment;
  • Housing and utilities;
  • Transport services and others.

Which authorities do you need to contact to get benefits? These are the Pension Fund, the territorial department of social protection of the population, multifunctional centers (acts as a link between citizens and the body that implements social policy).

The main document for obtaining benefits is a certificate of the status of a large family, issued by the Social Security Administration. The applicant collects the necessary documents, then writes the application. Within a month, the competent authority considers the appeal and gives a positive or negative answer.

Labor and retirement benefits of parents with many children

By concluding an employment contract, a mother or father with many children can count on the following benefits:

  1. A woman's early retirement (work experience must be at least 15 years, and the age must reach 56 years if she has four children and 57 if she has three children).
  2. Additional two weeks annual leave (condition - more than 2 children). This leave is not paid and is issued at a time convenient for the parent. It can be combined with the main rest or taken separately.
  3. One additional paid day off per week (based on a 40-hour work week). Moreover, both parents must work under an employment contract.
  4. Accrual of maternity leave retirement points for each birth, the amount of which is intended to increase the basic pension. Each working year, in accordance with the existing pension system, is assessed with retirement points. They affect the size of the future pension. The law provides that the retirement experience can be increased by including in it periods of caring for a child until he reaches 1.5 years, but not more than 6 years in total.
  5. Assistance in employment from the employment service (selection of home or temporary work).

For registration, you need documents proving the identity of parents and children, a certificate from the passport office about the composition of the family, a certificate of income for each parent issued by the tax service, children's TIN and photos of all family members who are over 6 years old.

To obtain the right to an early retirement pension, a mother must give birth to 5 children and raise them up to 8 years old, or give birth to two, but the length of service is increased by 5 years, and labor activity was to be carried out in the Far North. Attention! In October 2018, a law was approved to provide parents with many children with new labor benefits in the form of the right to prioritize the timing of actual leave. Key condition: children in the family must be at least 3 and the age of each of them is under 12 years old.

Preferential health care, food and household services

Additional social support is expressed in the following benefits for families with three children:

  • Free prescription drugs for children under 6;
  • Priority care in hospitals;
  • Free leave of vitamins for children;
  • Free lunches and breakfasts for schoolchildren;
  • Rest in camps and sanatoriums without payment;
  • Issuance of school and sports uniforms;
  • One free visit to a museum, exhibition or amusement park (no more than 1 time per month);

Mother or father can come to school with all documents and write an application for free meals. In addition to passports and certificates, it is necessary to provide data on the registration of minors, papers on the parents' income. After reviewing the documents, the school will redirect them to the social security agency.

You can compensate for a self-paid voucher by submitting a check, a document confirming the child's stay in the camp and an agreement to the social protection department. Travel to the sanatorium is paid by the parent only half.

State provision of land and housing

The status of a large family gives the right to provide a land plot with an area not exceeding 15 acres. The land can be used for housing, summer cottages or truck farming.

What a large family in their region has the right to do is to get a plot, the area of \u200b\u200bwhich cannot be less than 6 acres.

The legislator has also provided other options for this category:

  • housing subsidy for building a house;
  • free social housing under a lease agreement;
  • provision of a state apartment in ownership

An apartment rented or owned must have all communications: heating, electricity, sewerage and water.

With the help of a subsidy, you can pay off debt or interest on housing bought with your own funds.

Local authorities have the right to give a large family a preferential loan, subsidy or interest-free loan for building a house and buying building materials. The mortgage in this case does not provide for an initial payment, the repayment period is longer, and the first payment is deferred for 3 years.

Since 2018, a program of state subsidies for mortgage loans began to function. Now large families will be able to participate in preferential mortgage lending at a rate of 6%. For full participation, you must:

  • the birth of the 3rd or subsequent child after 01.01.2018, but before 31.12.2022,
  • purchase of housing in the primary real estate market,
  • initial payment from own funds at least 20% (including MSC).

In April 2020, it was decided to indefinitely subsidize the mortgage loan under this program.

Registration of housing and land benefits

Rosreestr conducts a legal check when registering property rights, taking into account the following factors:

  • Parents are legally married;
  • The family has no other land;
  • Children live with their parents;
  • Parents are registered as needing housing;
  • The family has Russian citizenship and has been living in this region for 5 years.

Those families who do not have their own apartment or the area for one person below the established norm can apply for an apartment. The size of all income is also taken into account in accordance with the subsistence minimum.

The queue may be refused if the fact of deliberate deterioration of housing conditions is established (exchange of an apartment for a smaller one, registration of a large number of people, sale or division of housing, fictitious transactions with living space).

The title papers for housing and proof of its accident rate are added to the main package of documents. Within a month, the citizen receives a receipt confirming the inclusion of the family in the queue for housing or land.

Tax discounts for large families

In order to save money for large families, the state provided for tax deductions for them - amounts of money from which income tax is not levied.

They are:

  • Standard (for each minor);
  • Social (one-time amounts refunded by the tax office after payment).

In this case, the children, the child must not be over 18 years old or, if he is older, must study full-time .. Large parents provide their employer with an application, birth certificate, a certificate from a technical school (institute, school), a 2-personal income tax certificate.

Tax incentives for large families in 2020 include:

  1. Reduced land tax rates or non-payment for a specified period;
  2. Exemption from payment of rent for a land plot for a peasant or farm;
  3. Possibility not to pay the registration fee when doing business;
  4. Refund of the amounts paid for the kindergarten from 20 to 70%, depending on the number of children.

This also includes a 30% discount on utility bills. If the property does not have central heating, the same fuel discount applies.

In some regions, exemption from property fees, land duties, and the presentation of New Year's gifts and awards are provided.

Last changes

Our experts monitor all changes in legislation in order to provide you with reliable information.

Against the background of deteriorating living conditions and growing macroeconomic problems in Russia, benefits for admission to a university do not seem insignificant, but are a significant help to a socially weak group of the country's population.

Until recently, Russian families with two or more children were such a rarity that projects to stabilize the country's demographic statistics were regularly reviewed and implemented at the federal level.

Now there are more and more such families, and assistance for them is decreasing. But even the available measures of state support remain unknown to many citizens. Families with many children need all forms and types of assistance and study of legal possibilities.

There are no clear criteria for classifying a family as having many children at the federal level. The Family Code, laws on measures to help families with children are silent about the concept of a large union. The only federal act that gives a clue to the question is Presidential Decree 431 of 1992, which imputes the subjects of Russia to autonomously choose the parameters for recognizing families with many children by regional legislation.

By default, regions consider a large family with 3 children. In some regions, the culture and traditions of which differ from the average standards of Russia, you need to have 5 children to obtain a large status.

The regions also establish other criteria - taking into account the age of children (up to 18, 21, 23, 24 years), the degree of kinship - adoptive, wards, children of the spouse.

Children are definitely excluded from families:

  • in respect of which parental rights have been terminated;
  • those on state support - in shelters and boarding schools.
If the spouses dissolve the marriage and each has less than 3-5 children, then the individual parent loses the status of having many children.

Another important condition is that both parents have Russian citizenship.

How do I confirm my status?

To use the benefits, you must have proof of their eligibility. The supporting document is. It is issued by the Social Security Department at the place of registration after successful registration as a family with three or more children.

How to get a certificate:

  1. One of the parents submits a package of documents to the Social Protection Authority or the MFC:
  • the passport;
  • application for a certificate;
  • photo for identification, 3x4 format;
  • birth certificates of children;
  • adoption documents - in case of adoption;
  • certificates of the place of residence of family members - in the case of various registrations, you will have to request certificates from each corresponding department of the FMS; regions have the right to approve a condition for registration - the whole family must live in one place
  • if one of the children is 18-23 years old, then a certificate from the place of study confirming full-time education;
  • certificate from social security about the absence of a certificate from the second parent.
  1. After submitting the documents, the applicant receives a temporary certificate proving the status of large families.
  2. Receives a permanent certificate within a month.

The status must be confirmed annually.

Teaching children

If you study the legislation, then citizens will find benefits for large families in various spheres of life, from admission to kindergartens and ending with the provision of land and apartments.

In terms of admission to higher education institutions, benefits operate with strict limits:

  • extraordinary admission of children if they are winners of school Olympiads at various levels;
  • admission out of competition for children whose parents participated in hostilities or belong to the category of victims of the Chernobyl disaster;
  • preferential admission of disabled children and orphans.

As you can see, in none of the proposed options specifically children from large families are mentioned; they receive relief in front of the admissions committee, if only they fall under the indicated groups.

The only advantage of these children is the priority transfer to a non-profit department with high academic performance. As a rule, such a norm is contained in the local documents of the educational institutions themselves.

In some regions, there are quotas for children from the MS upon admission to institutes, as well as payments for meals in educational canteens, the purchase of clothes and travel.

But for large families, the state offers other benefits:

  • free travel within the settlement of residence - for children and parents;
  • free school meals;
  • free stay in children's camps;
  • extraordinary receipt of housing or a land plot (in practice, large families are queued up from large families).
Federal family capital can be considered a kind of benefit and help - it can be obtained for the third child, if help was not requested for the second. Even after receiving a certificate for a second, with the appearance of a third child, parents can apply for regional maternity capital. Of course, its amount is much less and varies by region, but in any case it exceeds 100 thousand rubles.

In which documents to look?

Parents and children need to know which legal framework to turn to to get benefits.

Main sources:

  • presidential Decree 431, adopted in 1992;
  • law 81, approved in 1995;
  • Land Code;
  • Housing Code.

You should also be sure to familiarize yourself with the regional and municipal laws and acts at the place of registration.

Upon admission, the applicant provides:

  • documents proving his identity and citizenship;
  • data on education received;
  • documents giving the right to benefits on admission.

The last category includes information: about disability, about a victory or a prize place in a regional, All-Russian or international Olympiad, about being included in the members of the Russian national team in a subject, and so on.

Denied the benefit: what to do

When an applicant is sure that he is entitled to a privilege when entering a university (for example, he is disabled) and at the same time he has successfully passed the entrance tests, but he was not enrolled in training on a budgetary basis, this is a reason for a complaint. You can contact a supervising educational institution (for example, the Ministry of Education and Science of the Russian Federation), the prosecutor's office or the court. You can bring a complaint in the first two instances in person or leave an electronic appeal on the official websites of departments.

Higher education. Orenburg State University (specialization: economics and management at heavy engineering enterprises).
August 17, 2018.

Parents with a large number of children are interested in the question of whether there are benefits for large families when entering a state university in 2020. This issue is especially acute in large cities, where it is quite difficult to enter a higher educational institution, and training is incredibly expensive. Of course, we would like the state to help children from large families get settled in life, but recently, privileges for such families have taken up less and less place in Russian legislation. The reasons for this are unknown, it is possible that the birth rate has increased in the country, and large families are no longer a rarity. However, this does not negate the fact that such families still have some benefits, but not in the case of children entering higher educational institutions.

Higher education institutions

If we turn to Russian legislation, we will notice that it does not help children from large families to enter higher educational institutions. Yes, in general, when entering state educational institutions, children have benefits, but only on general grounds, and not for the reason that they are from a large family:

  • Applicants whose parents were combatants have slight advantages in admission. However, there is a very small percentage of such applicants.
  • Benefits for admission to the university are given to disabled people and orphans.
  • Children from large families can count on benefits only if they are winners of various regional and all-Russian Olympiads. If they do not have such merits, then they will enter universities on a general basis.

Benefits for children from families with many children are not provided upon admission, as described above. It is worth noting that as early as 1999, a proposal was put forward to significantly simplify the life of large families if teenagers decided to get a higher education. However, these proposals never came into force, as they were not signed by the presidents. If everything went differently, then such children could count:

  • For budget places. 20% of the total number of places in the educational institution would be allocated for such children. These are not exactly the admission benefits for large families that many expect, but many children can count on free education.
  • It would be possible to return 50% of the tuition fees.

Of course, applicants would not have had any advantages in admission, and enrollment would have been made on a general basis, but the main problem of many large families is precisely the lack of funds. That is why many children are forced to give up education or go to colleges and schools.

Other benefits and privileges

I am very glad that the state provides large families with other benefits, which, at times, make their life much easier:

  • Kids are taken to state kindergartens and children's camps out of the general queue. This is very important when there are many small children in the family, especially since the queues for some kindergartens must be taken several years in advance.
  • Free meals are provided in school canteens. Of course, usually such food costs very little, but for a family in which several children study at once, this can result in a rather serious amount.
  • The state is ready to reimburse 30% of utility costs. If a family has its own home, then it takes a lot of money to pay for heating, water and electricity, so such assistance is important. If the family has more than five children, then not 30%, but 50% are reimbursed. However, this nuance depends on the specific region, because the benefits in different subjects of the federation may differ.
  • Children can use public transport for free. If you live in a big city, then you know how much money is collected at the end of the month for daily travel. Sometimes children have to travel to school by bus or trolley. The costs increase if the kids later attend art schools that are located elsewhere in the city.
  • A large family can get a discount when buying their own home. They are also provided with mortgages at a lower interest rate.
  • Children under the age of six are given free medicines that have been prescribed by a doctor.
  • A certain amount of money is given annually to buy clothes and other necessary things. The amount of payments depends on the region in which the family lives.

Do not forget that in order to receive all the benefits, you must first prove that you have many children. To do this, you will need to apply to social protection in your place of residence. There you can also find out what documents you need to prepare to obtain a certificate, and whether you need to renew the status received annually (this is required in some regions of Russia). You can get a certificate without any problems. Difficulties can arise only if the family is dysfunctional.

The certificate is issued to families with three or more minor children. If children study in technical schools or universities, then the age increases to 23 years. The certificate is valid until the youngest child is 18 years old.

Do not forget that a large family can count on the benefits provided by the family, regardless of their category. For example, working mothers with very young children have many benefits at work that are best known and challenged by their superiors. For example, if your toddler is under the age of five, then you cannot be forced to work overtime or take night shifts. If you are a mother with many children, then you will have labor benefits for a longer time - additional leave, the opportunity to get a part-time job, the ability to refuse business trips. You should study the labor code better in order to enjoy all the privileges. If the authorities refuse you, then they are breaking the law, which means that you can go to court, where you will win it in 100% of cases.

A higher education diploma is a guarantee of a profitable job and creative realization. Unfortunately, there is a lot of competition for many professions. Legal preferences help some categories of citizens to become students.

Let us examine what benefits for admission the legislator has allocated for large families. Does the concept of having many children exist at the federal level? How to take advantage of the admission privileges.

Admissions committees work strictly within the framework of the internal documents of the educational institution. These are published on the basis of federal and regional laws. The general rules are as follows:

Legislation

The methodology for organizing the admission of applicants for budget-funded places is described in the Law No. 273-FZ dated December 29, 2012. Article 71 regulates the provision of benefits to applicants upon admission. These are of different types. So, depending on the category, young people can claim the following concessions:

  • admission to the first year without passing entrance tests (out of competition);
  • enrollment within the preferential quota, subject to successful completion of the tests;
  • benefits when issuing a student card;
  • enrollment in students of the preparatory department on a budgetary basis;
  • others as defined by local regulations.

Outside of the competition, students can become young people who have proven themselves at school. This preference is due:

  • winners of All-Russian Olympiads (if an application is submitted for a specialized specialty);
  • participants in international competitions as part of the Russian national team;
  • winners of the Olympic and Paralympic Games, international championships (only in the specialty related to sports).

Who are allocated quotas

The categories of applicants for whom budget places are quota are listed in subparagraph 7 of article 71. They are as follows:

  • children deprived of parental care, including orphans;
  • disabled people;
  • young people under 20 years old, brought up by a single disabled parent of the first group, provided that the family receives incomes that do not exceed the subsistence level in the region of residence;
  • chernobyl victims;
  • offspring:
    • military, police, prosecutors and other law enforcement officers who died in the line of duty or died due to injuries, trauma, disease;
    • Heroes of the USSR, RF, full holders of the Order of Glory;
  • contract servicemen who have served at least three years;
  • demobilized conscripts, subject to a recommendation from their superiors for admission;
  • participants, invalids and war veterans.

Attention: the law does not directly speak of privileges for admission for large families.

The official definition of a large family

Investigation of the presence or absence of privileges should continue with the disclosure of the privileged status itself. The fact is that federal legislation does not contain such. The concept of a large family is traditionally used in Russia. In addition, people are sure that these include the cells of society with three or more offspring.

However, the status is legally approved only in regional laws. Indeed, most regions recognize a large family in which three or more minors are brought up:

However, the rules are not the same everywhere. For example, in the Moscow region, the status is granted to parents raising three children under 16. If the offspring are trained, then boys and girls up to the age of majority are taken into account. And in Udmurtia the age criteria are higher. To obtain the status of large children, you must bring up three or more offspring until adulthood. If a boy or girl is studying full-time, then the threshold is shifted to 23 years.

Important: certain preferences for people from large families, including admission to universities, are provided in the framework of regional laws. These apply only to residents of a particular subject of the federation.

Is it possible for large families to enroll on a quota

Federal legislation did not provide for benefits for children who were raised by parents with many children. However, the article lists other categories. To be guaranteed to enter a university, you need to do the following:

  • organize the child's lesson so that his talents are revealed at an early age;
  • not to interfere with the participation of the offspring in competitions and olympiads;
  • constantly stimulate a son or daughter to get high results.

The described methodology will provide an opportunity for out-of-competition enrollment even in the most prestigious institution. It all depends on the parents and the chosen educational approach. In addition, preferences are provided for other categories. A person from a large family, on an equal basis with other beneficiaries, can apply for a budget place if:

  • will serve in the army for military service or under a contract (at least three years);
  • has the status of a Chernobyl (equivalent);
  • in other situations listed in the law.

Regional preferences

Local authorities establish a variety of privileges for parents with many children and their offspring. The main ones include the following:

  • financing catering in schools and mid-level vocational institutions;
  • free provision of textbooks;
  • discount on the use of transport routes (depends on the region):
    • citywide;
    • suburban;
  • reimbursement of travel expenses to the place of study and back (once a year);
  • organization of recreational activities in the summer without charging a fee (only for schoolchildren);
  • provision of discounts on the purchase of tickets to cultural institutions.

For information: mothers who have raised more than five children under eight years old are entitled to early registration of a pension.

There are a number of other privileges for citizens raising a large number of children. However, the right to preferential enrollment in the first year of the university is not yet listed among them. Parents should take care of the future of their sons and daughters on their own.

Conclusion

Russian legislation lists the categories of applicants who are entitled to preferences for admission:

  • out-of-competition admission to the course;
  • extraordinary inclusion in the list of freshmen, subject to the successful completion of test assignments.

The list does not include a category related to the status of large families. This is not disclosed at all in the Russian legal field at the moment. Benefits for parents raising three or more sons and daughters are included in regional regulations. A few subjects of the federation have planned quotas for places for children from such families. However you can use the privilege only at regional universities. Federal quotas do not apply.

A family can receive assistance in the form of cash payments, as well as in the form of social assistance, free travel, and so on.

What benefits are provided for large families in 2018?

According to the Presidential Decree, the concept of a large family in each region of the executive branch remains at its discretion.

It is not always that a family with three children is assigned the status of a large family.

In some areas, three children in a family are very rare, while in other areas it is the norm.... Therefore, the concept of a large family is different in each region.

To understand whether a family belongs to a large family, you need to contact the local administration or the department of social protection of the population at the place of residence with this issue.

The smallest percentage of family units with the number of children from 5 people is concentrated in the following regions: Moscow, Khanty-Mansi Autonomous Okrug, Kamchatka Oblast.

    So, in Moscow for large families in 2018, various benefits and material benefits are provided:

    • assistance for the construction or purchase of housing (subject to the simultaneous birth of three or more children);

    • allocation of a land plot (12-15 acres) for ownership.

    In the Sverdlovsk region:

    • housing purchase subsidy - 30% of the cost if there are three children; 40% - 4 children; 50% - when there are more than 4 children;
    • exemption from paying car tax;
    • provision of a free land plot for farming.

    According to Federal Law No. 400-FZ "On Insurance Pensions", mothers with many children have the right to early retirement, who:

  • Have given birth to at least five children, bring them up until the age of 8 years. Moreover, they have an insurance record of at least 15 years, and the value of their individual pension coefficient is at least 30 points.
  • Have given birth to two or more children, have insurance experience of 20 years, with 12 years of which women have worked in the Far North. In this case, the value of the individual pension coefficient must be at least 30 points.
  • The pension legislation of the Russian Federation establishes that women (not mothers with many children) retire at 55.

    With an early insurance pension, women with many children retire 5 years earlier, that is, at 50 years old, subject to the above conditions.

    Fathers with many children are not allowed to retire early. This benefit is only available for mothers.

    When a mother with many children retires early, you need to know the following nuances:

  • She will not be entitled to an early retirement pension if she did not manage to raise at least one of her five children under eight years of age.
  • If a woman has been deprived of parental rights, then it is not taken into account when assigning an early pension. But if the court ruled to deprive a woman of parental rights in relation to one or more children after the appointment of an early insurance pension, then the state no longer has the right to stop paying.
  • When assigning an early retirement pension, not only children born of a mother are taken into account, but also adopted children. The main thing is that the data of the woman should be indicated in the column "Mother" in the child's birth certificate.
  • If the family has children from different parents, then the woman may be assigned an early pension for raising her stepdaughters or stepsons in the event that she officially adopts such children.
  • According to the Decree of the President of the Russian Federation No. 431 of 05.05.1992 (as amended on 25.02.2003) large families have the right to receive travel benefits:

  • for schoolchildren - free travel on intracity transport - trolleybus, metro, bus, tram;
  • for children aged 16-18, there is a discount on travel in the amount of 30-50%;
  • parents of a large family are entitled to a travel discount of 30%, provided that the mother (father) accompanies the minor child (children);
  • for a large family, the state compensates for the travel expenses to a sanatorium or other medical institution.
  • Are there any benefits for large families on train tickets? Yes, only we are not talking about benefits, but about compensation for the money spent on the road.

    At the same time, parents will receive compensation only if they travel by train for treatment or recreation, if this trip is legal and supported by appropriate documentation (there is a voucher to a sanatorium, checks).

    Also, when traveling by train, you need to keep in mind that:

    • children under 5 travel for free;
    • children 5-10 years old travel with a 50% discount.

    There are also unspoken benefits for large families.... So, experienced cashiers, when issuing tickets for a large family, make concessions to them, changing seats, and vacating shelves.

    The procedure for the admission of children from a large family in 2018 is carried out on a general basis. The legislation of the Russian Federation does not provide any benefits for admission to a university for such a category of the population.

    However, there are local authorities who themselves can establish some benefits for such children. Also, the administration of the highest educational institution in the field can issue orders, which will reflect various benefits.

    Therefore, before entering this or that university, it is better for parents of a child from a large family to consult with the administration of the university where the child is going to enter.

    You need to talk to the person in charge about any college admission benefits.

    Perhaps the university administration will consider the issue of admission of children from large families, issue an appropriate regulatory document, according to which such a child will receive benefits, for example:

    • he will need to score fewer points for admission, in contrast to applicants entering on a general basis;
    • he may have the opportunity to study on a budget regardless of exam results.

    College Admission Benefits for Large Families

    At the federal level, there are no benefits when a child from a large family enters college. However, the issue of benefits can be decided at the level of the college itself.

    Therefore, before entering this or that institution, it is necessary to find out information about possible benefits for children from a large family.

    To do this, you can go to the college website and see the admission conditions, as well as benefits.

    Or parents should come to college and ask the administration of the educational institution what benefits this year are laid down in the college regulations.

    A family with the status of a large family can now count on a preferential car purchase. We are talking about a 10% discount on the value of the vehicle.

    At the same time, a family has the right to count on such a discount only if it buys a car for the first time.

    The concessional lending program for a large family has some nuances:

    • privileges for the purchase of a car are enjoyed by a large family that buys a domestically produced car or a foreign car made in Russia;
    • the cost of the car should not exceed 1 million 450 thousand rubles.

    Since the standard mortgage rate is quite high - about 13% and, of course, for a large family a 1-room apartment is not an option, the acquisition of spacious housing for a family with three or more children is unrealistic.

    To make the process of acquiring an apartment or house more accessible for a large family, at the level of local governments, as well as the banks themselves, the following benefits are provided:

  • reduction in interest rates;
  • compensatory payments of mortgages by the state;
  • a longer period of mortgage repayment (not 30, but 50 years);
  • reduction in the interest rate on the down payment (10-30%).
  • In addition, at the regional level, the authorities provide additional benefits for large families:

    1. In the Krasnodar Territory, large families are provided with real assistance, allocating funds from the budget to pay off 75% of the loan rate (provided that the family has 4 children or more).
    2. In the Novosibirsk region, a large family, which has been assigned the status of needy, is allocated 100 thousand rubles of aid from the local treasury.
    3. In Udmurtia, local authorities offer attractive conditions for housing loans: 10% down payment, 5% rate, subsidies in the amount of 200 thousand rubles to repay a loan at the birth of a third child.

    Since the birth of a third child entails the establishment of the status of a large family, additional monthly payments are provided for the third child in some regions of the Russian Federation.

    Payments are provided in the following constituent entities of the Russian Federation: in Khabarovsk, Stavropol, Primorsky, Perm, Altai, Krasnodar, Krasnoyarsk Territories, as well as in Arkhangelsk, Kaluga, Vologda, Kaliningrad, Kostroma, Kirov, Voronezh, Kursk, Kemerovo, Lipetsk, Magadan, Murmansk , Novgorod, Nizhny Novgorod, Saratov, Irkutsk, Omsk, Tyumen, Chelyabinsk regions, as well as in the Crimea and the Republic of Bashkortostan.

    Such payments are provided not by chance, but to improve the demographic situation in the country, to support families with children.

    In 2018, the Russian government continues to support large families, providing them with assistance at the federal and regional levels.

    Assistance in buying a house, cars, material assistance, the allocation of free plots of land, free travel in transport and many other privileges that give a large family the right to a dignified and comfortable life.

    Do children from large families need government assistance who enroll in a university?

    Large families with three or more children need protection and support from the state, but, unfortunately, they do not receive the attention they deserve, but simply remain on the sidelines.

    The state has stopped paying attention to this category of citizens, the reasons for this are unknown, perhaps because a large family has ceased to be a rarity, and maybe for other reasons. In any case, these children deserve attention and support, because usually in such families financial opportunities are very limited.

    Dear Readers! Our articles talk about typical ways of solving legal issues, but each case is unique.

    general information

    In order for a child to be able to enter a university, there are general rules that should be followed for successful admission.

    What to collect?

    This also includes the document on primary vocational education.

    The next equally important rule is passing the unified state examination in those subjectsthat are directly needed in your chosen field.

    And the final rule is to submit the necessary documents to the admissions office of the University, which begins its work on the 20th of June. To the necessary documents include the following:

    1. Application for admission with your signature.
    2. Passport of a citizen of the Russian Federation and its copy.
    3. A document confirming the existence of a state education.

    According to the legislation of the Russian Federation, families with many children can be classified as in which there are from three children who have not reached their majority.

    Such families should have a certain range of benefits.

    But if one child has already reached the age of majority, then the status of a large family is automatically withdrawn, and with it the benefits that were previously provided to the family disappear.

    But in the case of an adult child studying in a higher educational institution, the benefits will not be withdrawn, and the status will also remain, until the child turns 23.

    Families with many children have some benefits that are regulated by federal laws. These benefits, for example, relate to certain points related to education. For example, parents from a large family receive an annual sum of money for some expenses related to children, for example, to buy a school uniform.

    Also, these children receive free meals at the places of study, they are provided with land plots for further construction of dwellings.

    Children living in a large family the right to travel free of charge on public transport.

    Local authorities do not receive much help for such families, the option of organizing recreation for children or solving the issue of providing housing is possible, but this is very rare.

    In this regard, a large family has a great advantage over other families, they do not wait until their turn comes. There are no problems when entering school., the child is taken to where he belongs at the place of residence, without any kind of trouble.

    But what about the admission of children from large families to the university, because the law on the support of such children says nothing about admission?

    There are benefits only for certain categories of children.

    What benefits do children enjoy at the time of admission to a higher educational institution:

    • children can be enrolled in the walls of the university out of a competitive basis. But this will happen in the event that they are the winners of various kinds of Olympiads;
    • children have a certain advantage in admission over other children, when their parents are participants in military actions or "Chernobyl victims";
    • children are enrolled in higher institutions according to a quota, then only if they are disabled or orphans.

    Unfortunately, none of these benefits are suitable for children from families with many children.

    And benefits for a specific category of children from such families does not existThey, of course, will be able to have an advantage in admission, but for this they will need to be Olympiad winners, children of war veterans or disabled and orphans.

    But as a benefit for children from large families, the advantage of transferring to a budgetary basis can be considered if the results of educational activities are positive.

    Children from families with many children are not supported by any laws regarding assistance and benefits.

    For them not there are also quotasthat could be a great help in higher education.

    Long time ago in 1999 a law was drawn up to this category of children had social support in the person of the state, but due to the fact that this law was not signed by the president, it never came into force.

    But it contained provisions that could provide all large families with very good benefits. For example, there contained benefitsdirectly related to training and admission to the university:

    • they would be provided with a quota equal to 20 per cent of the number of budget-funded places intended for such children;
    • children from large families would receive monetary compensation for their studies at a university, which would be equal to 50 percent of the cost of education.

    These benefits and quotas could perfectly help children from large families to get higher education, but, unfortunately, the law was never passed. therefore at the moment, this category of children does not have any advantages over others.

    And for the same reason, a child from a family with many children, will not be able to get a higher education, simply without having the financial ability to do so.

    For some reason, the state refuses to support this category of citizens, and it is not known whether further assistance will be provided to children from large families, or they will also remain unnoticed by the authorities.

    As for the benefits for children from large families from the regional authorities, some help still exist.

    For example, in some regions there is a quota for these children when they enter a university.

    There are also several preferential bases for these children.who are already studying at a higher educational institution, they receive a small compensation for food at the university, for travel and for buying clothes.

    Children from large families need to be supported in everything, help them in their studies, in the implementation of plans, but, unfortunately, the state has stopped paying attention to this category of citizens. But a child growing up in such a family strives to be an example to his brothers and sisters, wants to go to university, get a good education, find a decent job in order to prove to himself and his family that he is worth something.

    But due to the lack of support from the state, all plans can be destroyed in one second... Usually in such families there is no money for expensive education in higher educational institutions, and the child simply loses his dream.

    Benefits for large families when their children enroll in a university

    Families with three or more children are considered large. Often they are considered such that they need help from the state, as they experience a constant lack of funds. But lately the state is paying less and less attention to them. The only legislative act that today is aimed at supporting large families is the Presidential Decree of 2003, but it does not contain clear instructions on the provision of benefits when children from large families enter universities.

    Benefits for university applicants

    Are there any benefits for large families when entering a university?

    The legislation establishes that after the children reach the age of majority, the status of a large family is removed, therefore, all benefits disappear.

    But if a child is studying at a university, then the status will not be removed until he is 23 years old.

    Some federal benefits for large families also apply to the education of their children. For example, parents every year receive a certain amount of money to buy school uniforms or school supplies (notebooks, albums, etc.).

    In addition, children from such families have the right to free meals in schools or kindergartens, and can use public transport free of charge.

    Such families receive much less help from local authorities. Often everything is limited to the possibility of organizing holidays for children or providing housing, but this happens extremely rarely and only in exceptional cases.

    Families with many children do not need to queue up for enrollment in kindergarten

    Children from large families are admitted to schools at their place of residence without any problems, they are not required to sign up for a queue in a kindergarten, but there are no special instructions in the legislation about admission to a university. Here you can use only general legislative norms that relate to different privileged categories.

    During admission to the university, children can receive the following benefits:

    1. winners of Olympiads of different levels can be enrolled in a higher educational institution out of competition;
    2. children of “Chernobyl victims” or combatants receive priority;
    3. there is a quota for disabled children or orphans.

    Children from large families do not fall into any of these categories. There are no specific benefits for them in the legislation.

    This norm is not spelled out in any legislative act, but many universities include it in their documentation.

    Who can qualify?

    In different regions, the concept of a large family may differ slightly

    Today, the main document that regulates the issue of assigning the status of a large family is the Decree of the President of the Russian Federation "On measures of social support for large families."

    It says that each region must independently determine the criteria for assigning this status and the number of benefits assigned to such families.

    The procedure for financing regional programs is developed by the Ministry of Finance. This is due to the fact that in different regions families with a different number of children can be considered large.

    For example, in some regions three or more children are very rare, while in others it is the norm. Therefore, in different parts of the country, the criteria for "having many children" can be completely different.

    Since 2009, in Moscow and the Moscow Region, only those families in which the youngest child is not yet 16 years old are considered large. If he is studying at an educational institution, then this limit increases to 18 years.

    Things are quite different in the Republic of Udmurtia. There, families with many children are considered only those where there are 3 or more children under 18 years of age. If they study at a university, then this period is increased to 23 years.

    As you can see, a certain region of the Russian Federation has its own criteria for assigning the status of a large family.

    Therefore, before applying for benefits to certain authorities, you should prematurely find out about the criteria in force there.

    Quotas for large families in universities

    Benefits for admission to a university are regulated in each educational institution independently

    The educational legislation of the Russian Federation obliges each university to allocate quotas for admission for certain categories of citizens. This norm should be regulated by the internal regulations of the higher education institution.

    • children from large families;
    • single mothers who have three or more children.

    They get some advantages over other applicants. Their number and importance is determined by the internal documentation of the university and cannot be established at the federal level.

    Regional benefits

    University admission and other benefits are regionally regulated

    If in the Federal legislation it is impossible to find clear instructions on the provision of benefits during admission to the university for children from large families, then this may well be compensated by regional legislation that is adopted at the local level.

    In some regions, there may be a quota for admission to a university of such applicants, or other quotas are intended that cover part of the cost of food, purchase of clothes, etc. and although this is not very big money, it is still a considerable addition to the scholarship.

    Students from large families are eligible for the following benefits:

    1. on transport tax;
    2. to receive land for use on a free basis;
    3. receiving payments for the third and other children under 3 years old (at the level of the regional subsistence minimum);
    4. receiving a pension for a mother with many children from the age of 50;
    5. flexible work schedule;
    6. study of parents on a free basis in those areas that are in demand in a certain region.

    Where to contact?

    For paperwork, you must contact the local authorized body

    The process of obtaining benefits for large families is regulated by the law. To obtain them, you can contact:

    • to the authorized body under the local administration;
    • to a multifunctional center, if there is one within the city or district.

    But before contacting you should find out about the list of required documents. To obtain them, you will need to visit such institutions:

    1. an organization that registers civilians;
    2. Center for Social Protection of Citizens;
    3. place of work of parents;
    4. to the labor exchange if there is no official place of work;
    5. in the BTI to obtain a document on the joint residence of children and parents.

    There is no specific procedure for applying for benefits that is suitable for each region of the country, since they are determined at the local level and can be different everywhere.

    If you have any questions, you must contact the CSP

    If any difficulties arise in the process, then you must definitely seek help from the social protection authorities. Here citizens can get all the necessary consultations and advice. Also, the employees of this body are obliged to provide legal assistance to the unprotected segment of the population.

    Special attention can be paid to benefits for studying at a university for single mothers with many children. They get much more because of their single mother status.

    If the rights of a single mother with many children are violated, then she can apply to one of the following bodies:

    • to the department of social protection of the population under the local administration;
    • to the local branch of the court;
    • to the prosecutor's office.

    It all depends on the severity of the issue. If it is not possible to solve it through the social service, then to protect your rights, you should apply to the court or the prosecutor's office. These bodies (especially the court) have a lot of levers of pressure on the relevant authorities, which helps them to resolve almost any issue.

    Benefits for mothers with many children

    What are the criteria for defining a mother with many children?

    There may be a lot of nuances that are associated with the assignment of such a category. To obtain this status, the following criteria must be met:

    1. After the birth of the child, the woman received the status of a mother, but the paternity of the other parent is not determined, and the woman was not married before giving birth.
    2. The child was born after 300 days from the date of divorce, and the ex-husband has proved that he is not the father of the child.
    3. An unmarried woman adopted a child.

    But there are also some circumstances in which a mother raising a child on her own cannot be considered a single mother:

    1. If the family is incomplete, but the paternity of the other parent is established.
    2. If the child was born within 300 days after the dissolution of the marriage or the death of the father, then the ex-husband is automatically recognized as his legal father.
    3. If an unmarried woman gave birth to a child, but paternity is established.

    As in the case of children from large families, a single mother with many children cannot count on special benefits when entering a university, but she is given a certain amount of social benefits during her studies.

    In the following video, you will learn about the benefits for large families:

    Benefits that are provided for large families when entering a university

    Parents with a large number of children are interested in the question of whether there are benefits for large families when entering a state university in 2018. This issue is especially acute in large cities, where it is quite difficult to enroll in a higher educational institution, and training is incredibly expensive.
