Letter from the Ministry of Construction on the indices of change in the estimated cost

Statistical study of the dynamics of actual construction prices is carried out using information obtained in the course of a specially organized statistical observation.

General instructions

1.1. Estimated price indices to the base of 2001 are designed to reduce labor intensity in determining the cost of construction and installation works in current prices when working with budget documentation in 2001 prices.

1.2. Estimated price indices for the base of 2001 are calculated according to the resource-technological model developed by the Department of Pricing and Estimated Rationing of the Regional Department for Construction, Architecture, Housing and Communal Services to unit prices (or groups of prices). The calculated indices take into account the average conditions for the production of work with the standard consumption of resources, determined on the basis of the state elemental estimated norms (GESN).

1.3. The calculation of price indices is based on the basic cost determined on the basis of TER-2001.

1.4. The calculated indices are applied by multiplying the cost of construction and installation works according to the local estimate, taking into account overhead costs and estimated profit, by the appropriate coefficient by type of work.

Indices of changes in the estimated cost of design and survey work for the II quarter of 2019

As part of the exercise of the powers of the Ministry of Construction and Housing and Communal Services of the Russian Federation to develop and implement state policy and legal regulation in the field of regulation and pricing in the design and construction of the Ministry of Construction of Russia, in addition to the letter dated April 10, 2019 N 12661-DV / 09 informs about the recommended value of forecast indices of change in the estimated cost of construction in the II quarter of 2019, including the value of the forecast indices of change in the estimated cost of construction and installation works, forecast indices of change in the estimated cost of commissioning, forecast indices of change in the estimated cost of design and survey work (hereinafter - Indices).

These Indices were developed for the 2001 budget and regulatory framework in accordance with the provisions methodological recommendations on the development of indices of changes in the estimated cost of construction, approved by order of the Ministry of Construction of Russia dated February 9, 2017 N 84 / pr, using data from the Federal Autonomous Institution "Glavgosexpertiza of Russia", executive authorities of the constituent entities of the Russian Federation for the 1st quarter of 2019, taking into account the forecast inflation rate established by Ministry of Economic Development of Russia.

At the same time, it is reported that the Indices for the constituent entities of the Russian Federation that are not in Appendix 1 to the letters, as well as the Indices for equipment, for other work and costs will be reported additionally.

Annex 2 to the letter of the Ministry of Construction of Russia

Forecast indices of changes in the estimated cost of design and survey work for the II quarter of 2019.

1. Forecast indices of changes in the estimated cost design work for construction to reference books of basic prices for design work:

to the price level as of 01.01.2001 - 4.15;

to the price level as of 01/01/1995, taking into account the provisions given in the letter of the Gosstroy of Russia dated 01/13/1996 N 9 - 1 - 1/6, - 31.98.

2. Forecast indices of changes in the estimated cost of survey work for construction to reference books of basic prices for engineering surveys:

to the price level as of 01.01.2001 - 4.23;

to the price level as of 01/01/1991, taken into account in the reference books of basic prices for engineering surveys and the collection of prices for survey work for capital construction taking into account temporary recommendations to clarify the base prices determined by the collection of prices for survey work for capital construction, recommended for use by letter Ministry of Construction of Russia dated 12/17/1992 N BF - 1060/9, - 47.78.

Before sending an electronic application to the Ministry of Construction of Russia, please read the rules of operation of this interactive service set out below.

1. Electronic applications in the field of competence of the Ministry of Construction of Russia filled in in accordance with the attached form are accepted for consideration.

2. An electronic appeal may contain a statement, complaint, proposal or request.

3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry provides an objective, comprehensive and timely consideration of applications. Consideration of electronic appeals is free of charge.

4. According to federal law dated 02.05.2006 N 59-FZ "On the procedure for considering applications from citizens of the Russian Federation" electronic applications are registered within three days and sent, depending on the content, to the structural divisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues, the solution of which is not within the competence of the Ministry of Construction of Russia, is sent within seven days from the date of registration to the appropriate body or the appropriate official, whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. An electronic appeal is not considered when:
- the absence of the name and surname of the applicant;
- indication of an incomplete or inaccurate postal address;
- the presence of obscene or offensive expressions in the text;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;

6. The response to the applicant of the appeal is sent to the postal address specified when filling out the form.

7. When considering an appeal, it is not allowed to disclose the information contained in the appeal, as well as information relating to privacy citizen without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of Russian legislation on personal data.
